I'm fairly certain it's actually faster than that, I just have a poopty wireless card.(My brother's have done this test before and I remember the graph of us being like 10 times larger than the average user, this was like 1/3 more, uploading has always been low though)

There was an update last night. It's probably because the Steam servers are basically full, and you can't connect to download it.
