[spoiler]After beating Bowser once and collecting ALL 120 stars, battle Bowser again to unlock Luigi as playable. The whole game has 120 stars just like Super Mario 64 and Sunshine, no more.[/spoiler]

Not really unlikely. Both New Super Mario Bros. and Super Mario 64 DS add Luigi as playable in a main-series Mario game.
