Ice Climbers' final smash is cool and all, but what happens when there is an Ice Climber vs. Ice Climber match? While the Iceburg is on the field, does the opposing duo feel it's frictionless, freezing effects, or do they just take initial damage or something? ???

He probably meant it like, they don't feel the effects because they used it. If they're battling another ICs, then the opponent will take damage, but not your ICs.
