I would believe they are illegal if you do not have the original cartirige and if you attempt to sell the rom at any cost.

I wonder if roms are illegal, then why do all the sites that have them haven't been forced to close? I know they can't find all but, they are easily seen.

It's legal.....until you get caught.   Asking and supplying is illegal, though.

ROMs are 100% illegal.

That is, unless YOU legally obtain one by getting it on your own without downloading it.

By law, technically yes, but I'd say it's in the same league as downloaded music and movies in terms of ethics.

Ok...So ROMs are ILLEGAL if you attemt to sell them. Basically if someone asks for it and someone gives it to them(even if it's free) it's still illegal. Now, in my school, people have ROMs but the school officer(he is real police) didn't say we can't have them(He's strict about this stuff). He said that if we give it away to someone else then we'd get in trouble but, other than that....I don't really know.
