Could Pichu have had a unique moveset at all?

I really can't imagine any, mainly because Pikachu and Pichu are on the same evolutionary line.

Pichu is just a wussy who was somehow popular in Japan.  Sakurai realizes he was crap so that's why he doesn't have a good moveset and that's why he isn't in Brawl.
