I'd say Pikachu's neutral B.  It is very good for disrupting opponents, and can do damage and knockback if you shoot it off the edge while the opponent is trying to recover.  Also useful for edgehappy opponents.

I think DK's down special. It has an incredible range and if used correctly works as a disruptor.

It's fun sticking them on others and then as they're flying off, you detonate it for a KO :3.
