Why was a cop even involved anyway if nobody got hurt and im assuming nobody was drunk or hit and run?...What is the citation for anyways?

I know a few people who got into accidents and all they did was exchange information and go on with there lives as they were all minor fender benders and scratched paint and nothing major.

It wasn't even extensive...the front was slightly dented, but I apparently managed to puncture a line of some kind. Transmission fluid (I think) was spewing out. D=
