So, if you have a song with, say, no album art, no album name, or even no artist, someone who isn't "up to date" with technology might get suspicious, even if you did rip the song off a CD you paid for.

If there's enough pressure mounted by the public, they may end up revealing it. Also, I noticed the executive order cited in that article was issued by Clinton, though I'm not sure of the relevence on that. Do executive orders pass over from president to president?

Good point. This still isn't preventing the US from beginning to implement machinery that it believes will allow it to carry out things in the agreement, though. I realize that previous sentence is mere speculation on my part, but being that the US is one of the two major authors of the treaty, they're going to have the largest say over what's in it or not. And being that it's a so-called "national security" issue, they can pull money to create the things needed to enforce (the latest draft of) ACTA out of the black budget.
